A plain clothes in his personally owned vehicle (MD unmarked cars still have lights\sirens) shouldn't have gotten involved in the first place. There was a marked unit there. If when he pulled in front of that guy he made the biker crash, then the cop would have been liable. Stupid on the cops part.
