What sort of maintenance has it had? To isolate the problem you'll need to do some methodical troubleshooting of the fuel, air and spark systems.
I'd recommend buying a service manual for starters. There are 3 available: Clymer, Honda Service and Honda Common Service. All 3 make up a pretty complete library of everything you'll need to know, but you can make do for awhile with either of the first 2. Some basic first steps: check the air filter to see if it's clean. Then spark plugs for a tan (coffee with cream) color. Drain the fuel tank and pull the petcock. Check for sediment in the nylon filters (there are 2, one in the bowl and a pencil-shaped one over the fuel supply tube coming from the tank). Clean them thoroughly. Using a flashlight, check inside the tank for rust. Change the oil and filter. Reassemble everything, fill with fresh gas and Seafoam (carb cleaner). Then try the 65-70 punch pass again. If nothing's changed, prepare to go deeper, while chanting the mantra: "I love this bike...I love this bike..." (!)
