In ACCUMULO-4103, findbugs was configured to only use the newer version when
building with jdk8, because the older version wouldn't run on jdk8.
However, the newer version also supports running on jdk7, so it should run
there automatically, also. The only time the older findbugs should run is when
one is building with jdk6.
The point of this is to catch more bugs using the latest version of findbugs
whenever possible.
