The {{AccumuloReplicaSystem}} could use some refactoring to improve
readability. See [PR #369|https://github.com/apache/accumulo/pull/369] for
some discussion related to the cleanup. Includes but is not limited to
refactoring out some methods, cleaning up logs/errors, and making the DFS
Logger {{Closeable}}.
