svn revision 805297 changes the manual to clearly state that Ant will always
write UTF-8. Ant is in conformance with the spec and I don't really see any
problem.
The attributes are there only for the reading end and there may be good reasons
why existing manifest templates are not in UTF-8 (today less so than five years
ago, though).
