Now that 3.x is out, the chances of us doing a 2.3.2 are slim-to-none. The
only foreseeable reasons we might do this are:
* CVE against CouchDB 2.x
* Marking features as depr

The PMC team doesn't plan to do another CouchDB release before 3.0.0, sorry.
