Summary: Support seq/unseq check in Timeseries granularity

When insertion, we'd better check if the data be seq/unseq in timeseries
granularity.
For example, d1.s1 last flush time is 10, d1.s2 last flush time is 14.
d1 latest flush time in TsFileResource is 14.
When restarting, we set the last flush time of d1.s1 and d1.s2 both to 14.
This will be friendly to data migration.
