[monitor]datanode could not start when connecting 9091 error
environment:
3C3D cluster, rel/1.0 branch
1. enable prometheus monitor
2. the prometheus service has not been started
problem:
1. 监控是附加功能，打开它并且它工作不正常（可以warning），但不应该出现error，不应该影响rpc service等的启动。
2. 这种情况下，stop-datanode.sh 是不能成功停止成功的，需要kill
