The original video_trace.tcl failed to run in my ns2.31....
Try change the file name(Verbose_Jurassic_16.dat)  in the command line "set 
original_file_name Verbose_Jurassic_16.dat"  to the MPEG4 trace file found from 
that webpage....maybe it works....
If not, mybe you should check at the ns contributed code website 
(http://nsnam.isi.edu/nsnam/index.php/Contributed_Code) for the MPEG4 video 
traffic generator...
