When using luatex, utf encoding is not taken into account in
pdf-strings. Minimal example:
% engine=luatex
\enableregime[utf]
\setupinteraction[state=start,author=Peter Münster]
\starttext
Peter Münster
\stoptext
Output of pdfinfo:
