And the simpler fact is that everything worked as normal before I upgraded.

I tried deleting texmf-cache, running mtxrun -- generate and context --make but problem still persists.

Don't know if it is relevant but after running context --make I see an error line:

lua error       > lua error on line 18 in file typo-lin.mkxl:

But that would seem to be a different error to the 'no format found....' error. Or is it?
That line loads typo-ling.lmt so does something go wrong there?
