thanks for inspiration in the matter of scoping.
It seems rather than the problem was that conversion has been undefined in
place of TOC, not that I've been using \section without \chapter.
When I've defined the conversion before \starttext, all seems work OK, see:

In relation to this matter it's good to know the structure from the
picture attached to this mail, it's taken from Hoekwater's and Hagen's
ConTeXt reference manual 2013.
