There was another little problem. I had created the background
before the \starttext statement. This made it global in nature. 
So when I got rid of it between \startfrontmatter and
\stopfrontmatter it was only abolished in that range of pages. 

Live and learn. I had thought that the tags for frontmatter etc were
just documentation but not so.
