looks like a messed up cont-opt.tex or whatever, there can be no \setupsystem
inside a key=value; maybe some messed up texexec.pl file?

I have downloaded the minimal mswin distribution of context and set it up. I
get a runaway argument once \tex\texmf-local/tex/context/base/spec-fdf.tex has
been loaded, see below. Is this normal?
