Fine. So, we need to change the following line from texmf.cnf:
TEXMFPROJECTS = $SELFAUTOPARENT/texmf-projects
Into:
TEXMFPROJECT = $SELFAUTOPARENT/texmf-project
Without that modification, the directory texmf-project is not included in
TeX search path.
