While I personally believe that any app should be able to be configured
via security on the file system and the registry to not require admin privs
- it can be a hassle to support broad-spectrum, and there are software
vendors
In an environment where local admin rights are granted to install software,
AppSense have a free (currently beta) product called StrataApps which allows
non-admins to install software. If this is your case for admin rights it may
help. See

We use it and more for IE. There are some issues with getting IE9 to take
the settings but there was a workaround we had to do that I can't recall at
the moment but it saves us a ton of work and is well worth using, well for
us anyway.
