http://www.IBM.net used to be good, it's now owned by AT&T and I don't know
what they're like these days. Used to be fine.
Personally I now use a simple CompuServe DUN connectoid set up for wherever
I'm going, although I understand that they may now be starting to charge
some kinds of accounts for logging on outside their 'home' territory. Also
it can be a tad of a pain setting up the connectoid in the first place as
most countries use their own scripts - even within Europe. France has two
different ones depending on whether you're in Paris or not, for example.
Simple billing though.
Otherwise I advise people to have a look at www.yahoo.<XX> (where XX is the
country code for the place you're going to) for 'free' ISPs which only
charge you dialup phone costs.
