I can't create HKCU\Software\Policies\Microsoft\Internet
Explorer\Toolbars\Restrictions\NoCommandBar because the user don't
have permission to that registry key.

I've noticed that it disables tabbed browsing as well, which may not be a
desired result for you, but yes it certainly works.
