I've looked but cannot locate a means of modifying the Forefront client icon
behavior. I'd like to keep it from indicating a scan is taking place.
Is there such an option that I've just not yet found?

Not that I ever was able to find but I did not go into the registry. You
could just turn off the icon all together but I don't know if that is what
you want.

1 - Users can view all agent settings messages
2 - Users can only view agent icon and status messages

I seem to remember a third option but I don't have a Forefront server
