Yes it is the cheap solution for NT 4.0. I did purchase the licenses for Tardis 2000 NT V1.3.(US$6 each)
We have 32 NT 4.0 Server & divided into 5 subnets(asp project) with Firewall
Yes and it is free, used it for years with no problem.

The time/client utility freely available from http://www.time.gov/ will keep your servers in sync with the official time at any of half a dozen time servers across the US.
