ICMP isn't always your best bet in troubleshooting, since so many
networks now block it.

Ive found that iperf, layer 4 traceroute, and similar tools, will give
a very good view of your bandwidth. I've also found that cURL, which
can time its transactions (and split the timing between name
resolution and data transfer) to be extremely useful for
troubleshooting.
