No.

To goto 2003 FFL (aka FFL2), all domains need to be DFL2 (aka 2003 Domain 
Functional Level).

I am having a complete brain fart today about this.  Can a Windows 2003 forest 
be taken to 2003 functional level if a child domain is still running in Windows 
2000 native mode?  I was thinking all domains in a forest have to be at 2003 
mode before the forest can be stepped up.
