646 is a bit broader.
649 was released when Win2k8 was still pre-RTM, and it pretty much only covers
the three sub-areas (networking, IIS&TS, AD). The 646/647 exams are a bit
broader and cover more of Win2k8 technologies (Hyper-V, Clustering etc)
