This could depend on a number of issues. Are they simple .ocx or .dll files, or are they tied to specific registry keys for licensing purposes. Are they machine ActiveX or Broswer ActiveX objects? If it is a simple, stand alone file, then yes, you could back up the file, and restore it to an
