Almost sounds like another GPO is overriding with blank settings-any chance of
that? GPresults in GPMC might be of some help.
If not, being a machine GP, I wonder if a reboot is required? Failing that,
you might check your sysvol replication health.

Is loopback policy processing set up? That is a machine GPO but applies user
settings based on the machine they log in to.
