Exchange 2007 sp3 adds the password-expiring feature to OWA. And allows users
to change an expired password via OWA (if the administrator enables the
feature).

You need SP3 for 2007 to get what you want. The alternative a lot of customers
do is run a script that sends nag emails when passwords are due to expire say
14, 10, 5, and 1 days in advance.
