Fileacl.exe - it's free, too.
One of the nicer features it has is that it has the ability to turn
it's report into a batch file, so that you can come back to it later
and re-do the permissions.

SHOWACLS.EXE from the Windows Resource Kit will do that. It's not
shareware, though.
