Another question, why run it on Apache? It works fine on Windows and good luck
getting support from Microsoft cause it won't happen in that config.

Any chance you can do Terminal Server 2008 instead? The TS Gateway role
is designed for your remote users. Internally you'd use the ts web
role. I use the TS Gateway role on my 2008 TS system and it works
fine.
Also if you have to stick with 2003, Brian Madden has a great book on
Terminal Serv
