I dont think that tool works when youre trying to use a VL key on an OEM
install, but I could be mistaken.

You cant mix and match OEM and VL keys. To use the VL key, you need to
install using VL media. I would suggest a reinstall using appropriate media
since it's against the OEM license to use the Dell disk on any machine
other than the one it was purchased with.
