When you delete each software policy (the individual for the software to
install under Software in the GPO) you will have the option to leave it
on installed computers or remove it.

For only 20, you could put a link to the installer on a web page that's
accessible to all involved.
Granted, not automated, nor very high tech slick, but has been effective for me
in small numbers in the past.
