Thanks for the update. Technically, they could both be dirs or separate
tmpfs mountpoints (to facilitate cleanup during reboot), but then various
software would have to be careful about using exact paths and not expecting
two entry points to same content.

For future reference for anyone else, it turns out /var/run should be
a symlink to /run and I had accidentally turned it into a regular
directory, so that's why it broke.
