It could well be the same guy. As you say, big, genial black guy. I would
add shaven or bald head, mid 40s, flabby and not threatening and seemingly
not too bright. At the time of his visit he was wearing a bright green
tee-shirt.
It is interesting that, in both cases, we let him

Sounds like the same guy we encountered some years ago, same story,
same modus operandi.
Rule of thumb no. 1: treat any story offered by anyone trying to gain
entry to your house or property with extreme scepticism (even when
they are wearing a police uniform!).

we may recognise him?
Whenever somebody is ringing the bell I have the NHW 2-way radio with me,
and show if in doubt, just in case.
