[OctDev] data files twice in vrml package

Hi David, I did some changes in octave-forge/admin/octlang in order to preserve UTF-8 as the charset of the translations. Now I can see the translations (special characters) correctly on Windows and Linux. One issue still open. After I install the Spanish package I use the command > dos("chcp
