After adding the 21st item to the menu, the "New Menu Item" option disappears,
and there is a selectable blank space.

If you press Enter on the blank space in the Voxhumana Release, it will turn on
the following Bitsets:

Never Show ScrollBar

No Box

Cancel button doesn't close menu

No Player control of menu

In the latest nightly, pressing enter on the blank space will open the menu
where you set the menu item's options. However, if you try to type in a caption
while on the main "Edit Items" screen, it will do the same thing as if you
press Enter on the blank space in the Voxhumana release.

The above scenario does not happen unless you initially press Enter on the
blank space.

(Also, when going into the blank space's menu options, the caption is what I
typed in, even though the item is not visible on the menu.)

In the Voxhumana release, after exiting and re-entering the Edit Items menu,
hovering the cursor over the blank space would turn off all of the four bitsets
that turned on except "Do Not Show Scrollbar." This would happen even if you
turned them on yourself.

In the latest nightly, pressing Enter on the blank space will turn on "Do Not
Show Scrollbar." bitset. (After opening the menu item options menu.)

Unless the maximum number of items are added to the menu, the menu editor works
normally. As far as I can tell, GAME works normally.
