If all you are doing is aligning the wheel, the steering wheel is the easiest. 
However, if you are looking for equal travel in both directions, you have to 
center the pitman arm first.

  Can't say which is the best way, but I took my steering wheel off to clean 
and restore it, so I just put it back on with the correct alignment. My 
steering wheel had 50+ years of dirt, oil and grime on it, so it was a pleasure 
to take off and clean up. Unbelievable how much grime and crud came off that 
old wheel. Five coats of paint later, it looks like new....and is finally lines 
up right.
