Milton As I remember even with the fan off. It still runs at a low speed. Part of the flow thru ventilation package. I do know that with the a/c on and the fan on real low a weak system will drop the low side of the A/C below 25lbs. evaporator freezing was psssible hope this helps John Kelsey
