[DL] access questions...how do things get there?

Could someone briefly summarize, hopefully via a wiki page, how access 
is gained, how does one get access, how packages are actually deposited, 
who actually HAS access to the distribution areas on (the) Apache 
mirrors, SourgeForge and MirrorBrain?
