I would try Regina 3.3. The release date on it is 2004. Mac OS 10.4 wasn't
released until 2005, so that should be the newest pre Tiger release.

Possibly one of the older versions of Regina. See Regina Rexx on source
forge, or Rexx.org. I see that Regina 3.0, the oldest version on source
forge supports PPC, and is dated 4/28/2002. So my guess is that it would run on
10.3

Is there a cross reference tool available somewhere that will identify all
the methods and functions in an ooRexx program in a cross reference
format? Did not find any with a quick google search, but did not look
at all the rexx places either. Thanks if anyone is aware of one.
