I believe you want to set the org unit setting
'opac.fully_compressed_serial_holdings' to true at the highest level org
unit where you want to see links in the OPAC for issuance holds.

Not at all. The only gotcha is that cached searches won't show the
changed weighting (of course). So, say you searched for rowling
(sans quotes)
