If you are having issues with the auto population, then you need to turn
your attention to bookbag_update.pl. That perl script needs to run on a
cron. It relys on a few perl custom perl modules:

Thanks for the information. Yes, I did get the code from Github and had placed
all the files in the default location. After copying the .tt2 files to our
/openils/var/templates_burlington/opac/parts/ folder (and editing to add the
book bag #s) the three book bag titles are now appearing.

There is a folder structure there intended to match the folder structure
in /openils
/openils/var/web/opac/skin/default/js/carousel
and
/openils/var/web/templates/opac/part
