when fine thresholds are met (v. 1.6.0.6). Users are also blocked from placing
new holds. Is there a way to allow existing holds to trigger while blocking
the placement of new holds?

Did you assign Working Locations to your new user? This is done through the
patron record (Other > User Permission Editor). There is a checkbox for each
of your libraries locations that should be selected to allow users to log in to
workstations registered to the selected libraries.
