Job Description:
The Services Random Moment Survey is a time study mandated by the Federal
government to identify and quantify local district caseworker activity in
order to allocate administrative costs. The NYS OCFS has developed a
Services Random Moment Survey (SRMS) using the System 7 application from
Libera as its system to account for child welfare costs.
• Analyze the current business process of the system and those that it
interfaces with to recommend and facilitate the necessary changes needed to
continue with federal requirements and agency mission.
• Develop necessary project plans and schedules using MS Project
• Maintain project schedule to track progress and manage resources
• Work with stakeholders in arriving at a functional workflow solution for
OCFS
• Document any system related issues and/or problems.
• Document procedures and suggest new methods as needed
• Assist in system support documentation and user manuals
• Participate in the ongoing Business Process Improvements
• Make presentations to management and assist in training sessions


Candidates should have at least 60 months experience, and at least one of
the following should apply
Experience with MS Project and SharePoint for writing and maintaining
project schedules and project documentation.
Experience in Change Management planning and implementation change,
including experience in completing self-assessments and developing

Experience navigating in System 7 application and framework including

Job Description: The Division of Juvenile Justice and Opportunities for
Youth (DJJOY) Juvenile Justice Information System’s Close to Home module
(JJIS-CTH) is a web-based application using .Net technology. As an adjunct
to the state’s child welfare system, JJIS-CTH tracks juvenile justice youth
placed with NYC Administration for Children’s Services (and potentially
other local district social services departments) under the Close to Home
initiative. The system allows for tracking facility movements and placement
information not included in the child welfare system. Phase 1 of the
expansion effort for JJIS-CTH in 2015/2016 will include:
1. Warrants
2. Electronic documents
3. Consents
4. Alerts
5. Limited Secure Placements.
1. Work with users to collect and document business requirements and use
cases;
2. Liaison between users in NYC and BA’s & Developers located in
Rensselaer, NY.
3. Work with developers on analysis and logical design;
4. Perform unit and regression testing and work closely with users during
UAT;
5. Assist with responding to DJJOY & NYC data requests.
6. Compile status reports, schedules and requests from management on the
