Some of the files come via the Blue Obelisk Data Repository, so these aren't
covered by GPL even if the header says that.
Some of the other files would be a bit tricky
The data files in the data directory. For example, the list of SMARTS
strings used to define the group contributions for the TPSA
descriptor, psa.txt. This has three copyright statements from OELIB,
JOELIB x 2, and then a GPL statement. However, it's just 30 lines
typed in from Peter Ertl's paper.

I'd like to see them (a) under data licenses, and (b) preferably CC0
so that others can use them without restriction. Clearly, this cannot
be done without the agreement of the original cop
