It’s definitely time to increment the version number, but we’d want 2.4.90 or
something to indicate that it has dev versions for 2.5.

Seconded, although I'm not the target recipient. Just my 2c - it could be
better to have dev version which is lesser than stable 2.4.2 (2.4.2dev >
2.4.2).
