attachment that is quarantine, what is the best practice or easiest way
to release it back to the receipent. Ideally, the end-user should be
able get the attachment themself or if the admin has to release it,
what do I do?

You can't release a single attachment. You can only release the entire
queue file using the syntax:
"/var/qmail/bin/qmail-inject.openprotect -h <
path_to_quarantined_queue_
