OK, I added this patch to the for-mm branch, and rolled it into the
patch in the ipoib-cm branch. (I did it that way to avoid redoing the
NAPI/CM merge).

We don't support creating UC connections at the moment, so we should
fall back to UD if remote side only supports UC, but not RC.
