Later after I sent this email, I did find the fix/workaround for *my*

Changed extension_dir to not use zts-modules:

If you use any of the oracle-based distros, you cannot have updates except
with support contract. Also, sadly, they eliminated the OEM versions

Compatibility List) page setup on the OI website? This would give community
members a chance to provide information on what works and what does not, and
perhaps share experiences on how to fix/tune certain compon
