Why as the image border colour is for filling out images which do not fit.
If you want to use the them background then what happens if this is an image?

I think this is for the case where the video doesn't fit. I.e. 4:3 video
in a 16:9 monitor size.
It should either be the image settings background, or black or a new setting
for video.
Using the theme background surrounding a video in many cases just looks wrong.
