I am sorry I am not trying to restate my question in a different
manner or using different words. I thought perhaps that I had not
explained what I am experiencing well enough. I did not use the
version I compiled. I am using the latest download version from the
site version red5_openmeetings_

Ok I added a user to a single organization under the new build.
I made that user a moderator and when I log in as them they get and
Admin Panel that they can access.
So I added a user, using the moderators sign in. I am unable to add
them to an organization (none listed) and I get a

What is the need for the moderator
you must have mixed of something in your build
User with Administration can create Org, User, Rooms, no matter what Org the
Room or User should be. Actually whatever is in the Admin bar the can do.
Users with Userlevel *Moderator* have of course no access to the
Administration Panel.
