I have it resolved thanks to your advice. I have to reinstall
openmeetings again to get the panels titles to work. Alexei thank you

Yes.
Right after the first installation step I change mysql table format
openmeetings -> fieldlanguagesvalues -> value -> collation
from the default
latin1_swedish_ci
to
utf8_general_ci
I see to get it from all languages. I have downloaded
openmeetings_lps411 R1884 and openmeeting 0.7 rc2. any suggestions?

I've got the same problem when tried to switch the language to a
different one (Russian).
